The history of the creator:
Instytucja starostwa powiatowego jako urzędu administracji ogólnej I instancji została wprowadzona na Śląsku przez władze pruskie w 1741 r. Na mocy ustawy z 30.04.1815 r. starosta stał się reprezentantem władzy państwowej na tarenie powiatu. Podlegał on prezesowi rejencji. Po 1919 r. staroste powiatowego mianował minister spraw wewnętrznych, a po 1934 r. kanclerz Rzeszy Niemieckiej. Zespół zachowany w stanie szczątkowym.
